Description

The USAID Global Health Supply Chain-Quality Assurance Program (GHSC-QA) is a comprehensive QA program providing independent QA and quality control (QC) services for health commodities procured on behalf of USAID. Technical assistance (TA) is a key objective of GHSC-QA, and under this objective FHI 360 will be providing TA for the Drug and Food Quality Control Laboratory (DFQCL) in Kabul, Afghanistan.

 

 

Job Summary / Responsibilities

The Quality Assurance (QA) Specialist will assist in the development of a Quality Management System (QMS) building to an ISO 17025 accreditation, lead a QA team consisting of a QA Manager and Technical Manager, and work with local stakeholders to facilitate implementation of the QMS at the Drug and Food Quality Control Laboratory (DFQCL) in Kabul, Afghanistan.

 

The assignment is expected to be 1-2 years.

 

Accountabilities/Responsibilities:

  • Assist in the development of the QMS.
  • Review source documentation and incorporate it into the new QMS as directed by FHI 360 management.
  • Work with laboratory staff to identify QMS requirements, ensuring all testing activities within the laboratory’s scope are incorporated.
  • Review the QMS to ensure all policies, standard operating procedures (SOPs), appendices, and other components are correctly integrated into the QMS.
  • Work with the Faculty of Pharmacy at Kabul University on the development of a contract training program entitled “Introduction to Pharmaceutical Analysis.”
  • Represent FHI 360 at meetings with USAID, National Medicine & Health Products Regulatory Authority (NMHRA), DFQCL, and other stakeholders.
  • Submit to FHI 360 management a daily summary of activities and action items arising from meetings.
  • Perform other duties as assigned by the FHI 360 manager.

 

Typical Physical Demands:

  • Typical laboratory and office tasks.
  • Ability to stand and deliver presentations and facilitate meetings.

 

Travel Requirements:

  • Local travel to the laboratory, University of Kabul, and other locations as required to meet with stakeholders.
  • Some international travel to FHI 360 offices.

Qualifications

Education/Training Required:

  • Degree in pharmacy, chemistry, or similar science area. Proof of degree(s) is required.
  • Training or experience in pharmaceutical or similar chemical analysis and QMS.
  • Excellent command of written and spoken English.
  • Good communication skills.
  • Ability to work with a team.
  • Strong analytical, coordination and reporting skills.

 

Experience:

  • A minimum of 15 years of supervisory experience required.
  • A minimum of 10 years of experience working with laboratory accreditation systems such as ISO17025.
  • A minimum of 5 years of relevant experience in laboratory management and/or implementation of quality management systems in a laboratory setting is required.
  • A minimum of one year of experience working in a relevant laboratory setting in developing countries is required.
  • Experience developing and working under a laboratory QMS.

Applied Skills:

  • Meeting logistics and facilitation: The QA Specialist must be adept at planning/coordinating and leading meetings as well as speaking to large groups of stakeholders.
  • QMS: The QA Specialist must have a fundamental understanding of quality management, the purpose of a QMS and how to develop and maintain one.
  • Reporting: The QA Specialist must be capable of providing accurate, timely reports on a daily basis in the format specified.

  

Additional Preferred Qualifications:

  • Experience with cloud-based computing products such as Microsoft SharePoint preferred.
  • Editing, copyediting, and/or proofreading experience are desired.

Technology Requirements:

  • Proficiency in the use of Microsoft Office products including Word, Excel, PowerPoint and Outlook.
  • Use of laptop/notebook computers and smartphones.
