USAID Local Enterprise Support Program (LENS) is a five-year project to encourage the long-term economic growth and development potential of underserved Jordanian communities by empowering local communities to design and implement collaborative local economic development (LED) initiatives and by supporting the vitality and competitiveness of micro and small enterprises (MSEs). The LENS Deputy Chief of Party (DCOP) reports and provides back-up and support to the COP and leads the technical activities described below. The position is envisioned as 80% technical leadership and 20% management. S/he is the Acting COP when the COP is absent and is the LENS Project’s secondary POC to the project donor and to government ministries. The DCOP provides technical leadership, strategic guidance, and oversight for the following areas: local economic development (LED), access to finance (A2F), and grants, as well as overall program management. This will include supervising local national staff involved in these initiatives, as well as developing new activities to meet project targets, managing human and financial resources for these activities, overseeing implementation, and reporting on results to the project management and USAID. The DCOP works alongside technical specialists in developing strategic partnerships with GOJ ministries, other USAID-funded projects, NGOs and the private sector. The DCOP works in close collaboration with the Finance and Operations Director to ensure that activities are implemented on schedule and within budget, and to keep the operations team up-to-date with technical developments for planning and projection purposes.

Job Summary / Responsibilities


  • Provide leadership and oversight, with responsibility for staffing and financial management for the following technical and operational areas:
  • Local economic development (LED) – supervision and integration of LED work with other technical activities
  • Access to finance (A2F) – supervision and liaison between MSE Lead and A2F Lead
  • Support the development of SOWs for local and international staff and consultants to implement technical interventions, as well as SOWs for RFPs and other procurement actions.
  • Coordinate with subcontractors in the A2F and LED areas, including home office project managers, and maintain dialogue with them on implementation, budget, and staffing issues.
  • Manage the project’s system for the documentation and dissemination of performance and results; builds the capacity of the project team; works with the Chief of Party, HQ Senior Technical Advisor and HQ Project Manager to ensure development and submission of timely project reports to headquarters and donors as required.
  • Maintain relationships with project partners in these technical areas, including Microfinance Institutions (MFIs), stakeholders in local economic development, and consultants and firms responsible for implementing project activities.
  • Work with technical specialists in developing strategic partnerships with GOJ ministries, other USAID-funded projects, NGOs and the private sector.
  • Coordinate and work with external donors/clients on technical issues and serves as a representative for the organization.
  • Maintain a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners and other FHI 360 departments and projects.
  • Work with staff and external partners to generate research, case studies and lessons learned documentation.
  • May author or provide quality oversight on white papers, briefs, and guidelines on good practices and program approaches.



  • In collaboration with COP, monitor project deliverables and activities; ensure deliverables are accurately completed within deadlines.
  • Work with COP, technical leads, and project team to contribute to Annual Work Plans and monthly and quarterly progress reports, providing input and review.
  • Provide guidance to the M&E and PMP functions as needed, including knowledge management system (KMS) and all reporting requirements.
  • Work with technical leads and overall project team to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Manage and support technical staff and local and international STTAs to achieve goals and ensure completion of programs on schedule and within budget.
  • Provide guidance, training and mentorship to staff on different aspects related to their professional development and to achieve project goals.
  • Works in close collaboration with Finance and Operations Director to ensure that activities are implemented on schedule and within budget, and to keep operations team up-to-date with technical developments for planning and projection purposes.
  • Serve as back up to the COP, work as Acting COP in the COP’s absence, and support COP in donor requested tasks and deliverables.
  • Serve as secondary POC for FHI 360 with USAID/Jordan representatives.



  • Bachelor’s degree or its international equivalent in Business Administration, Economics, Finance, International Administration or International Business.
  • Master’s degree or its international equivalent preferred.


  • Minimum of 5 years of relevant experience in successfully implementing economic growth interventions that have resulted in increased competitiveness and growth.
  • Experience in business/private sector and/or economic development experience in Jordan preferred.
  • Demonstrated experience with either Access to Finance or Local Economic Development.
  • Demonstrated experience managing diverse teams and working collaboratively across teams.
  • Demonstrated experience in using analytical tools to identify comparative and competitive advantage for targeted localities.
  • Previous experience as a DCOP on a large complex donor-funded project strongly preferred.
